A line from the poem:
"He is in haste; he has business in Cuba,
business in the Balkans,..."

Does nothing ever change? Death is still busy in Cuba and the Balkans and we are still being urged to point out the "black boy in the swamp" or at least the dark skinned foreign man so that our oh-so enlightened government can take him to Guantanamo to meet death and something no one quite dares call torture.
